• an Australian citizen (including dual citizens)
• an Australian permanent resident
• a New Zealand citizen (including dual citizens)

You are an international fee-paying student if your status is:

1. overseas student
2. diplomat
3. temporary resident who holds a work permit
4. refugee
5. permanent resident of New Zealand
6. a dependant of any of the above (a) to (e)
